do you walk back as a man of the people, as jimmy carter did? there is careful balance. when you look at some of this material, you can see over time that, in fact, they are carefully crafting it as well. i have always been amazed in looking at jimmy carter's inaugural serial, how informal his material tends to be compared to other presidents, and it is clearly a statement that following the nixon years, the imperial presidency, they were going to have a residency of the people -- presidency of the people. you notice that on his tickets, rather than having an inaugural ball, he has an inaugural party, which is a clear statement. then, you can come back to ronald reagan, and lo and behold, no surprise, there is a rejection of the jimmy carter years, with a very formal, gold tickets to inaugural balls, and clearly it is an inaugural ball. the program that seems sort of informal for his, becomes pinched very formal -- becomes very formal just a few years later. this says something about those administrations and what they are trying to conceive and produce during those even

when i was 12 years old i was here at the inauguration of jimmy carter. on the east front of the capitol and i was here four years later when ronald reagan was inaugurated on the west front. it would have been carter'sen second inauguration if the election came out differently. but the viewing situation was not very good. the east front of the capitol used to be a parking lot. where as at the west front you can accommodate the immense crowds and they can see something. guest: i might add that president obama's first inaugural was attended by over one million people and the expectations will be half of that. i think that is typical of second inaugurations. they are not as well -- publicly attended as the first. i think it is because, you know, the country is not as excited. they know who you are. they have seen you a friend of mine was a writer for bill clinton i read something he said recently to say let us begin is more inspiring than let us continuing. i think that is a true point. host: let's go back to january 2005 as george w. bush was sworn into a s

every time i look at the inaugural route, i can't help but go back to january 20th 1977 and jimmy carter breaking precedent and stepping out of the car and shaking hands with the american people. >> he walked the whole route. >> his four years started out well and ended batly. you have gone back and taken a look at how presidents fared. especially like this one have been reelected. if you look back at truman administration, the first four presidents had bad second terms. they ended the four years at a low opinion and the number where they began their four years and truman down 37% and eisenhower down 14% and johnson down 22 and nixon down 27. of the seven presidents only two who actually improved their public opinion from beginning to end and surprisingly they are reagan and clinton. if you look again at the second group of numbers, you see reagan went up 1% from 62 to 63%. clinton went up four and bush was down 17. obama starts at 49 to 50 or 52%, whatever poll you look at. he starts at the lowest approval rating of any of these presidents including president obama. >> i look at bill cl
